(a) Install 2 additional, upright 'posts' to your existing railing to accommodate the baby gate.
(b) Just install the baby gate to nearest the doorway and prevent your baby from getting near the stairway.
References :
At the top of stairs, a pressure-closed gate is not adequate. It will eventually given way, leading to a big tumble down the stairs. There are gates with "gate door" in them, with a handle to lift while pushing a release button. If your stairway is not near standard size, (ours is 23", no gate fits), there is a gate which is kind of like a window shade turned sideways, with a latch to keep it in place. Pricey, but it did work well.
References :
Try a company named Summer infant they have a walk-thru gate that is extra high and metal it opens with one hand and works like a charm....I have 3 currently installed in my house .I have tried every type known to man and this one is the best!I have 4 children from19 down to 5 ... still have the gates up because they work wonderfully to keep the puppy out of mischief as well!!I purchased my gates thru Babies r Us.You can probably order it online and get it shipped to you if Australia doesn't have that chain.
References :
What about these type of locks for the sliding doors?
http://www.toysrus.com/product/index.jsp?productId=3747465

I have them on my odd-opening cupboards. I stuck one end to the cupboard door and the other end to the side of the cupboard (like in the picture). There's a notch in the strap so when you need top open the cupboard you "undo" the button which frees the strap, then when you're done you refasten it.

Or there are these ones:
http://www.toysrus.com/product/index.jsp?productId=3812907

Or you could try a sliding door lock:
http://www.avenuesupplies.co.uk/index.php?id=916&pid=5644&sid=1

To block off that gap you need a room divider rather than a safety gate, such as this one:
http://www.toysrus.com/product/index.jsp?productId=2266978

It opens right up and clamps to the wall to make a big long divider with a gate in the middle that can be opened and closed as needed.
References :
use a hook lock for the cabinets. like the one you would use on a normal door, just make sure you get the ones that are not sharp. as for the baby gate, you may have to just skip that one. or you may have to make a gate yourself.
